JANESVILLE — With Congressman Bryan Steil not in attendance, Janesville-area residents gathered Wednesday night at First Congregational United Church of Christ, 54 S Jackson St., to voice their concerns — to an empty chair.

More than 300 people filled the historic church once visited by both Abraham Lincoln and Eleanor Roosevelt, for what they billed as an Empty Chair Town Hall.
